It is there in the current trunk and in the current BB14.07/luci-0.12
head, but it is not in the old BB14.07 release version.
If you want it to your old BB14.07, you can either:
* build the firmware from the current BB 14.07 head
* copy the two files (tzdata.lua and tzoffset.lua) manually to
/usr/lib/lua/luci/sys/zoneinfo in your router.
