The file in https://github.com/openwrt/luci/tree/master/modules/luci-
base/root/lib/uci/upload was renamed to ".placeholder" by
https://github.com/openwrt/luci/commit/03610cee3acb5fab9defc2baf2f0e4ff8a9cfd71
in trunk and by
https://github.com/openwrt/luci/commit/12cbfc8ec42b3ff7060f6a90bf9de2a50bee4d4e
in CC-15.05, so the file is apparently needed.
Ticket should probably be closed.
