 Seems to be related to procd jails.  Commenting the three
 `procd_add_jail*` lines in `/etc/init.d/dnsmasq` allows it to work.

 In case this is a platform-specific problem, I’m on a TP-Link TL-WDR3600
 (ar71xx) running
