Work Around
# sed 's/rc1/rc2' /etc/opkg.conf > /tmp/opkg.conf # or use another
editor to fix package path
# mv /tmp/opkg.conf /etc/opkg.conf
# mkdir /var/opkg-lists
# opkg update
# opkg install luci #just to be sure luci is installed
# reboot
