I'm using Chaos Calmer r46386. I read that this issue was fixed, so I
spent a long time trying to figure out why the 5GHz radio wasn't working.
I eventually came back to this ticket and tried setting the Country code
on both interfaces. After rebooting, it worked. I didn't need to add the
delayed network restart.
