#20160: hg553 don't start if eth is plugged

As the topic, on the hg553 board brcm63xx, if the cable of eth is plug in
doesn't start. If in unplugged start (i see the led) but when i plug the
ethernet cable the router reboot.
On the CC rc1, rc2 and rc3 work perfecly.
