To quote the RFC [1]:
Clients listen for DHCP messages on UDP port 546. Servers and relay
agents listen for DHCP messages on UDP port 547.
Indeed, it does not specify that those messages SHOULD be originating at
547/udp. The RFC ONLY specifies that the clients listen for DHCP messages
(destination port) on 546/udp and servers on 547/udp.
