#20366: tcpdump displays Babel packets erroneously

The version of tcpdump included in trunk (4.5.1) appears to multiply all
time intervals by 10. Version 4.7.4 included in Debian is correct.
(I cannot find anything in the tcpdump changelog related to this issue.)
