I confirm the issue, kmod-ipt-conntrack is not enable if I disable
CONFIG_IPv6.
I suggest to add +kmod-ipt-conntrack to ipt-nat instead of ipt-nat6 in
package/kernel/linux/modules/netfilter.mk
