#20418: ipv6 prefix delegation not working

Prefix delegation to LAN-devices using ipv6 native configuration (6in4
HEnet) on a netgear wndr3700v2 seems to be broken with current trunk.
Tunnel was built up, ipv6 internet sites were reachable directly from the
router, but ipv6 downstream configuration was not advertised to lan
clients. Build 46650 is working for me. My firewall configuration didn't
change. I followed the instructions from the wiki OpenWrt native
IPv6-stack.
