#20520: can't install ext4 and other usb packages

Installed
https://downloads.openwrt.org/chaos_calmer/15.05/mvebu/generic/openwrt-15.05
-mvebu-armada-xp-linksys-mamba-squashfs-factory.img from default factory
firmware on wrt1900ac-v1. Installed luci successfully. Ran opkg update.
Trying to get USB interface to see drive connected to USB 3.0 port, with a
goal of sharing files on that drive.
When I attempt
opkg install block-mount (or kmod-usb-storage, kmod-usb-storage-extras,
kmod-scsi-core, e2fsprogs)
it tells me it is installed and up to date (expected result)
opkg install kmod-fs-ext4 (or kmod-fs-vfat, kmod-fs-ntfs, kmod-fs-msdos
results in
Collected errors:
* opkg_install_cmd: Cannot install package kmod-fs-ext4.
likely I'm missing something simple...
same with kmod-fs-vfat,
