RT3052 is supported by `rt2800pci.ko`. If you take a look at
`rt2800pci_mac80211_ops` you will see it doesn't provide `get_txpower`
callback (check documentation of `struct ieee80211_ops` for details).
So it's a limitation of upstream `rt2800pci.ko` driver.
