#20664: Nasty config loss bug

On two different ar71xx devices (different manufacturers) I have
experience a nasty configuration loss bug.
The systems are that files in /etc/config are back to defaults but mount
and df show overlay mounted on root (and /overlay has the right data).
reboot and firstboot have no effect. The only thing that works is
failsafe, mtd erase rootfs_data, and then restore from backup.
