#20695: ImageBuilder generate double config files

When i try to compile use the variables

make image PROFILE=TLWR740 PACKAGES="xx xx" '''FILES=files/'''
}}}
Image Builder doesn't work properly @ dd, every custom file will
automatically generate a copy attached with a tilde, e.g. unbound.conf
will be regenerated to unbound.conf~, for unbound this lead to two
instances conflict at startup.
when i browser to /rom/etc/config, there are also repeated config files in
it. one with the correct name, and another attached with a tilde, is this
the normal? how to avoid that behavior, i only want to have a unique
config file according to the '''FILES=files/''' variable
