 Could it be that the TX is not actually the problem but rather missing
 support for filters in the RX path, similar to the
 http://wiki.openwrt.org/toh/ubiquiti/unifi_outdoorplus ?

 A driver for that is being worked on

 It should be easy to proof by testing stock firmware vs. openwrt with some
 other similar device on the other end, measuring signal strength of
 received beacons on both sides.
