seting a process to disabled does nothing, after a reboot the process
keeps starting up, for example xl2tpd set to disabled but after router
restart i can see it in processes:
xl2tpd -D -l -p /var/run/xl2tpd.pid
this issue is present for a long time, i've noticed it on my MR13U running
BB and now on Xiaomi running CC.
on BB there were several other processes besides xl2tpd with this
behaviour but don't remember which ones anymore.
