I looked into netifd code and saw how the primary port is assigned.
It is really hard to make a good rule for it.
But what is obvious that udhcpc should not be started too early, before
the bridge is fully set up. It does not matter which macaddr to use for
the bridge, but it should not DHCPREQUEST before the address is assigned.
