It is missing a top-level Makefile as well as the scripts sub directory.
Also, the toolchain is incomplete. The bin directory is missing out of
staging_dir/toolchain-mips_34kc_gcc-4.8-linaro_uClibc-0.9.33.2
As a result, this SDK is unusable.
There may be more problems as well...
