#21324: Sysupgrade: Previously disabled services are enabled again after 
sysupgrade

 After upgrading from Chaos Calmer 15.05 final to a newer revision compiled
 from git (branch Chaos Calmer), I noticed that sysupgrade managed to keep
 all my settings except the services I had previously disabled. After the
 upgrade they were enabled again (e.g. uhttpd and telnet). I could
 reproduce that several times.

 Steps to reproduce:
 1) Disable a service (e.g. uhttpd).
 2) Perform a sysupgrade while keeping the configuration
 3) Check status of service after upgrade and see that the disabled service
 will be enabled again

 Now, I'm fairly new to OpenWrt. I would have just assumed that sysuograde
 will honor all the settings that you can do in LuCI. Maybe that's
 different by design and not a but, yet I still think it's a desireable
 feature.
