adding a $(curdir)/system/usign/host/install
to packages/Makefile as a dependency is simple but
creating the BUILD_KEY is still not being done
Probably does not make much sense unselecting
usign/opkg and still wanting to sign packages
but it was possible (Error vanishes by unselecting
the signed packages config option in menuconfig)
found this by accident
