#21364: ramips: Weird kernel configuration bug (modules disabled)

 Since transitioning to K4.3 (r47831), all normal `ramips` builds fail
 with:
 {{{
 The present kernel configuration has modules disabled.
 Type 'make config' and enable loadable module support.
 Then build a kernel with module support enabled.
 }}}
 When using `-j1 V=s`, the build system prompts for kernel re-configuration
 (stuck at SoC selection). Once that is re-confirmed (twice), the build
 proceeds, and the image is usable (tested on RT-N13U). Still, it's
 probably a simple bug, but I haven't encountered it before. Are
 `CONFIG_MODULE*` symbols supposed to be merged from
 `target/linux/generic/config-4.3`?
