Luci has moved in to Github since then.
AA12.09 is is outdated that the feed defintion has not been updated.
https://dev.openwrt.org/browser/branches/attitude_adjustment/feeds.conf.default
The Luci line in your own feeds.conf.default file should be:
{{{
src-git luci https://github.com/openwrt/luci.git;luci-0.11
}}}
so that it would pull the data from the 0.11 branch for AA12.09.
(0.12 is BB14.07, and for-15.05 is CC15.05)
