#21669: netifd waits indefinitely if remote AP is unavailable to STA

A condition wherein wpa_supplicant, the STA, cannot initially contact a
configured 'remote' AP, i.e., complete failure, netifd should after a
reasonable amount of time (configurable?) cancel the STA and delete the
wireless device.
Recovery scripting can restore the AP-only configuration and restart the
wireless device.
