#21790: Cannot create port forward on 15.05 / WRT1900AC

Running 15.05, r46767 on WRT1900AC.
Attempted to create a port 5060 forward to a static DHCP address. The UI
indicates "waiting for changes to be applied..." and "Configuration
applied".
Afterwards, the forwards table is empty. I see no matching rules with
iptables -S or -L.
