#21799: mvebu: netifd's macaddr setting kills network communication

 When setting "option macaddr XX:XX:XX:XX:XX:XX" on an interface in
 /etc/config/network, sets that mac address to the related ethernet but
 kills all network communication.

 The only way to make it work is to put the ethernet device in promisc mode
    ip link set eth0 promisc on


 Tested both in custom and stock firmwares in CC, not tested in trunk.

 This feature works fine in bcm53xx and brcm47xx.
