#21941: sysupgrade failure on x86_64

On recent DD builds sysupgrade began failing on my x86_64 combined-
squashfs build. It's been working fine for quite some time.
My last upgradable build was r48648, with the failure appearing at or
before r48745.
Symptom is failure to restart when upgrading from LuCI. When upgrading
manually using sysupgrade errors indicate failure is due to missing
'partx' binary that is apparently required by the upgrade script.
