#21943: luci: "limit" option can't be set

The default rules contain a limit of "1000/sec" which is displayed in
LuCi, but it can't be edited in LuCi. When you click "Edit" on such rule
the limit is not displayed anywhere. You have to manually edit
`/etc/config/firewall` instead.
LuCi version is `git-16.038.37696-9b5724d`, !OpenWrt version is `OpenWrt
Designated Driver r48648`.
