Unchecking 'Enable VLAN functionality' in the Luci web interface will not
result in disabling the VLAN.
After unchecking the option in luci, in the network configuration file
under /etc/config/network the line "option enable_vlan '1'" will not
change to "option enable_vlan '0'" but will be completely removed instead.
Default behaviour looks to be enable switch if the option is not given.
Tested on TP-Link WDR3500
