#22019: Linksys e1200-v2 Reset button(s) do not work in failsafe mode

When trying to boot into failsafe mode, the buttons do not work to allow
access via failsafe.
I see (using tcpdump listening for broadcast message) the first message
inviting me to push the button to enter failsafe. I push the button for a
second or two, then release. No message saying I'm in failsafe. I then try
to access via telnet. Nothing. Failsafe times out and continues to boot.
I've tried both buttons on the device.
I've extended the wait time in /etc/preinit (which seemed to extend the
time as expected).
