#22084: odhcpd infinite loop, uses >80% CPU

 Hardware: TP-LINK TL-WR1043ND v2
OpenWRT version: CHAOS CALMER (15.05, r46767)

 Mem: 37896K used, 23332K free, 2204K shrd, 2040K buff, 16840K cached
 CPU: 53% usr 36% sys 0% nic 3% idle 0% io 0% irq 6% sirq
 Load average: 0.80 0.37 0.21 4/37 7545

Sometimes odhcpd goes into a loop and sends out lots of ICMPv6 RA packets,
to which one particular Linux machine on my LAN responds with ICMPv6 RS,
odchpd answers with RA, and so on ... generating 2878 packets in ~5.5s.

If /etc/init.d/odhcpd stop and then start it again it immediately goes
 into this high CPU usage.
If I stop both my router and the Linux machine and start them again, then
odhcpd behaves well for a few minutes, and then goes into this loop again.
