#22154: Archer C7 v2: ath9k interfaces silently stop working eventually

Tested on at least r48458 - I have a pair of 802.11n networks running on
the ath9k radio, and a single AC network running on the ath10k chip.
After some length of time, the ath9k networks will still purportedly be
"enabled" in the luci web interface, but will show 0% signal strength and
0 clients attached, and no clients can see them.
When this transpires, nothing appears to get logged in dmesg.
Disabling and re-enabling the individual networks is sufficient for them
to come back up, though reconfiguring one of the networks will not cause
the other to reappear.
Going to test with a newer revision shortly, but since I don't see much
churn in the commit history about ath9k between then and now, I'm not
expecting a miracle.
