-gemini-wiligear-wbd111-zImage on WBD111 board fails to enumerate PCI bus:

I had to modify flash layout via serial connection to make room for the
kernel, because it dosn't fit to default partiton (#22199).
The same happens, when building from 15.05 branch source
(git://git.openwrt.org/15.05/openwrt.git)
On 12.09 branch, built from sources (I'ev manually enabled "Cortina
Systems CS351x" "broken" platform), PCI enumeration works ok.
