#22238: All package config files missing from the SDK

Git commit: 4e4d77063974d6b04a2a55a31ec18d9eb9e73749 target/sdk: do not
include the target staging dir anymore, has broken the SDK build for any
packages that use pkgconfig. The files used to be in the target
directory, but that's now been removed. Am I doing it wrong or this a
bug?
