Android phones cannot connect to Raspberry PI 3 WiFi if it is configured
FreeRadius for authentication. Raspberry PI 3 is configured as WiFi access
point. FreeRadius is configured PEAP and mschap for WiFi authentication.
The WiFi encryption is wpa2. The problems are on Android phones, Windows
 phones work fine.

If using rt2800-usb dongle on Raspberry PI 3, FreeRadius authentication
works fine for both phone systems.
