As far as I can see, both patches fix bugs in the linux kernel and not
OpenWrt specific bugs. The patches need to be send to the [https://www
.linux-mips.org/wiki/Mailing-patches Linux MIPS mailinglist] (since they
touch the mips specific part of the kernel) for inclusion into the linux
kernel.
If they are included in the linux kernel, they can be send as backport to
the [https://dev.openwrt.org/wiki/SubmittingPatches OpenWrt Development
Mailinglist].
As long as the patch author doesn't go the outlined way, the bug will be
presumably never fixed and it's required to apply the patches to OpenWrt
and compile from source all the time.
