#22350: Unable to download "config" files for trunk. Server returns 403.

To reproduce:
1) Try to download
https://downloads.openwrt.org/snapshots/trunk/ar7/generic/config
2) Observe result.
3) Try to download other ...trunk/*/config files.
Result:
Quite many config files are unavailable and fail to download with 403
error.
Other files are ok to download. Seems to be server configuration or file
permission error.
