#22670: PACKAGES variable does not apply.

I've noticed this when trying to build the UniFi AC Lite Profile.
Although the values are passed, they are not getting built.
kmod-ath10k and ath10k-firmware-qca988x are the packages in my case.
I've also tested the following with the packages from menuconfig.
- pressing y sets the <*> built-in label = They build and got included in
the image.
- pressing m sets the <M> package label = They are build just as packages
without them being added to the image.
- pressing and sets the < > excluded label = Default, they do not get
built.
