#22671: hnetd-nossl and hnetd-openssl should depend on ip

In CC, hnetd-nossl depends on ip. In DD, it doesn't, which causes silent
breakage (incorrect routing but nothing in the logs).
Please add a dependency on ip to packages hnetd-nossl and hnetd-openssl in
DD.
