This is quite an old issue now, but according to this:
https://forum.openwrt.org/viewtopic.php?id=18510&p=2 you might need more
packages installed.
Make sure you have: kmod-nls-base kmod-nls-cp437 kmod-nls-iso8859-1 kmod-
fs-vfat kmod-fs-ntfs
