#23414: glibc does not use timezone

Hi,
When glibc is selected, "option timezone" is not used.
Steps to reproduce:
- git clone git://github.com/openwrt/openwrt.git
- cd openwrt
- make menuconfig
- settings for your device
- Advanced configuration options (for developers)
- Toolchain Options
- C Library implementation -> Use (e)glibc
- make
- flash the device
- write "option timezone CET-1CEST,M3.5.0,M10.5.0/3" to /etc/config/system
- reboot
- date -> ... UTC 2016
