Build your own: OpenWRT is really designed for the user who wants to
build his own firmware: it's easy to do and works well (it does take up
a lot of disk space and compile time, of course).

I think it's going to be difficult to fit the barest OpenWRT with
OpenVPN into 2MB of flash, but it might be possible by trimming heavily
(no web configuration, maybe no SSH access, ...).
