You wrongly assume that the /overlay is small because of this division
into 2 different systems, whereas it's the other way around: this system
was devised specifically to get more free space.
I.e. if you don't have enough free space in /overlay it's because there
are many other things in your flash, not because there is such a thing
as /overlay.
