The router shouldn't have IP addresses on every VLAN, but I understand this is part of the normal vlan concept. Let me describe our setup. We have wifi-phones as wireless clients with fixed ip addresses and actually we need the roaming feature of hostap. While the 802.11r function in hostap doesn't work as expected, our intention was a possible workaround with vlans in all routers. When a phone changes the wifi-cell the connection must switch seamless to the next router. Prospective we want to use up to 20 phones in a network with 150 or more routers in 1 subnet. (all routers are wired) Normally this would simply work be bridging lan/wifi - but not when phones are only talking UDP. So we use vlan to have a constant data flow, even when one handset moves to another router/cell.
