Yes, I don't want netifd to populate default routes.  I want to leave
that to other software that pays closer attention to what's happening on
those interfaces.

Is there something that the software that does install the default
route(s) should do to play more nicely with route dependency?

I certainly like the idea of the dependency and would just have
shorewall (which is controlling the default routing) play more nicely
with default routes if that's possible.
