I just read your message, first to tell you that I don't speak English and I am 
using an online translator, and this translation is not very coherent.
I do not understand very well what you want, I already do this work for quite 
some time, specifically write a module in python that read a web address to get 
my IP-public then stores and compares with the previous and if it has changed 
send an email providing these data.
It is this what you are looking for?
Is another thing that I do not understand you want to tell me with your comment 
of Paypal?
