Sorry, this is just from memory. Several years old. It could be that the fee is associated with a vendorid, not a serial number. But really, the combination of vendorid and serial number are required to test for device uniqueness so it works out the same. I read something at the site of the people who own the USB trademark. I was wondering why something so simple as a serial number (which I was working with at the time) was not exposed by a device.
