Yes, you are!

Keep in mind, that the SquashFS filesystem (rootfs) is read only, and
all the changes you make to it (e.g. installing a new package) are
written to /overlay which is mounted ontop of / as an overlayfs.

As stated in the wiki, "pivot root" is a system that allows you to
install the whole rootfs on a USB drive whereas "pivot overlay" is a
system where only the changes to the rootfs are stored on the USB drive.

So, "pivot overlay" is what you want. ;)
