The answer may depend on the RADIUS agent you're using under OpenWRT, assuming your freeRADIUS instance sits on a server somewhere else.
If you're using coovachilli, for example, their dev chatter occurs in the issue queue of their github repo: https://github.com/coova/coova-chilli This is their old / archived listserv: https://coova.github.io/mail-archive/chilli/ Besides that, can the RADIUS agent talk to freeRADIUS and vice versa? I.e. port 1812 and maybe port 1813 aren't restricted?
