I'm no openwrt expert, and have not read the config you posted because
I do not understand it, but one thing that will cause RAs to stop
coming is if you are doing DHCPv6-PD, and the upstream delegation
expires. Commonest reason screwing this up is a clueless ISP, second
commonest is hardcoding something on either side of the router that
does not match reality when reality changes one day.

Do you know for a fact that the RA have stopped, or are you surmising
that from the symptoms (dropped SLAAC addresses)?
