Are the listed Perl packages build dependencies or install/run 
dependencies? That is, do I need them for building packages?

I build the packages for ubuntu. If Michael Bell has no time
for building actual packages, i can do this next week.
But building packages for debian is really easy. Michael
built some nice scripts for that.
